  1. Establish a storage I/O performance baseline
  2. Enable vSphere Storage I/O Control on a datastore
  3. Create VM storage policies
  4. Assign the VM storage policies
  5. Enable vSphere Network I/O Control on a distributed virtual switch
  6. Configure network resource pools
